Role of the General Plan
The
general plan should serve as a useful guide for local decision-making. In addition to meeting the
requirements of State law, there is also a "common sense" standard
that provides for the general plan to focus on issues of greatest local
concern. In |

The
general plan process offers the County the opportunity to plan pro-actively,
based on a vision for |
|
|
·
Identify
the community's land use, circulation, environmental, economic, and social
goals and policies as they relate to land use and development. |

|
·
Provide
a basis for local government decision making, including a "nexus",
or connection, to support development exactions (fees or other requirements). |
|
|
·
Provide
citizens with opportunities to participate in the planning and decision making
processes of local government. |
|
|
·
Inform
citizens, developers, decision makers, and other cities and counties of the
ground rules that will guide development within the community. |
|
|
·
Bridge
the gap between community values and actual physical decisions. |
