The Plan should be read as a statement
about the development of Glenn
County. This organizational concept begins
with an understanding of the air
and water resources of the area.
Those resources are the most limiting to the activities of
humankind. They also shape the
physical environment. Next the
Plan reviews the natural
resources of the region and how they interact with each other and the
cultural development of Glenn
County. From that we look at the natural resource
development as a base for the economy of the region. The natural environment and the
resources that are extracted from it help shape the community
character. That character is
largely influenced by the natural environment and the development of natural
resources into a sustainable economy.
That prepares the area to discuss the concept of a sustainable
economy within the changing community. A large part of the community
character is its housing
and the vision of having affordable homes for all of the region’s
population. The networks
of transportation and utilities tie the community together and support the
economy. Public services and
facilities support the activities and needs of the population. All of this leads to discussions about
how the region governs
itself.
