1.15 Glenn County Housing and Real Estate:

 

Total housing units annual percent change in the County for 2002, compared to 2001, is highest for the City of Orland at 0.4 percent. Of the total housing units in Glenn County, the City of Willows has the highest percentage at 23.5 percent.   The number of new housing units authorized by building permits in the County increased an average of 6.3 percent per year between 1991 and 2001. Fair market rent in the County has increased an average of 4.45 percent for dwellings with 0 to 6 bedrooms between 2000 and 2002 (2003 Glenn County Profile, Center for Economic Development, California State University, Chico).

 

 

Glenn County has a poor economy and very little money to make housing improvements, develop new housing, or develop the infrastructure needed for new housing.  Glenn County has a Human Resources Agency with housing programs that have and will continue to benefit very low- and low-income housing occupants.   Glenn County will meet its housing needs not by traditional methods that are common in large urban areas, but by allowing second residential dwelling units on parcels, mobile homes that are dated 1980 or newer, and that are 700 square feet or larger. The minimum residential construction standards in the Glenn County Zoning Code (Title 19) are very flexible, fair, and apply county-wide.
