PARTICIPATION (6) 65583 (C)(6)(B). The program shall include an
identification of the agencies and officials responsible for the
implementation of the various actions and the means by which consistency will
be achieved with other general plan elements and community goals. The local
government shall make a diligent effort to achieve public participation of
all economic segments of the community in the development of the housing
element, and the program shall describe this effort. |

6.1 Public Participation

|
|
The Planning Commission was appointed by
the Board of Supervisors to review and make recommendations regarding the
General Plan, including the housing element. In addition to Commission input,
public hearings will be held on the draft Housing Element 2003 before the
County Planning Commission and Board of Supervisors. |
|||
|
|
Prior to adoption, County Planning
Division staff shall review the housing goals, policies, objectives and programs
with local housing interest groups throughout the county representing
different social and economic interests, including low-income and
moderate-income households and special needs groups. Copies of the draft Housing Element 2003
were submitted to the following for review: |

The representatives and advocates for low
income residents are employed by the County. For example, programs such as
Adult Protective Services and Child Protection Services are administered and
managed by the Social Services Division of the Human Resource Agency. |

|
|
As a continuing part of the public
participation requirement, the Human Resource Agency, Community Action Division,
held a local Continuum of Care planning group meeting on April 22, 2003, at
9:00 a.m., at the Willows Human Resource Agency office so that strategies for
senior, disabled and youth populations can be explored in more detail with
provider participation of appropriate groups. |

The Human Resource Agency, Community
Action Division, held two additional community meetings, one in the
unincorporated area of |
|||
|
|
The purpose of these meetings is to
provide a community forum in which the residents of the County can express their
perceptions of needs in the community and gaps in service to assist in
establishing a priority plan to address the issues through a Community Action
Plan (CAP) for 2004-05. |

|
|
Appendix D is a copy of the 2002-03 Community
Action Plan (CAP) that addresses in detail the issues identified through the
last CAP development process and the community input associated with that
development. |

maintained between the Housing Element and all other Elements of the Glenn

8. HOW THE |
|||
|
|
8.1 How the Housing Element
2003 for 65588. Periodic review and
revision (a)
Each local government shall review its housing element as frequently as
appropriate to evaluate all of the following: (1)
The appropriateness of the housing goals, objectives, and policies in
contributing to the attainment of the state housing goal. (2)
The effectiveness of the housing element in attainment of the
community’s housing goals and objectives. (3)
The progress of the city, county or city and county in implementation of the
housing element. (b)
The housing element shall be revised as appropriate, but not less than every
five years, to reflect the results of this periodic review. (c)
The review and revision of housing elements required by this section shall
take into account any low- or moderate-income housing provided or required
pursuant to Section 65590. |

|
Several observations and conclusions can
be drawn based on experience gained by the County in implementing the
previous Housing Element. First,
it is reasonable to conclude that the County has accomplished more in the
quest for decent, affordable housing than if there had not been an adopted
Housing Element during the planning period, simply by focusing attention on
this issue. |
|||
|
|
The evaluation of previous Housing Element
programs above indicates that the County has demonstrated a reasonable
success rate in implementing these programs, given the County's limited
resources, and that no corrective actions are necessary. Secondly, it is fair
to say that outside forces, both governmental and nongovernmental, play a
large role in the County's relative success or failure at Housing Element implementation. |

This conclusion is particularly valid with
regard to interest rates, availability of financing, the private real estate
market, and the commitment of State and Federal funds to housing programs.
Finally, it can also be concluded that, at the end of this planning period,
the |

The reliance on individual on-site sewage treatment
systems is a barrier to the construction of low-income housing in the
unincorporated area of the County. The only sewage treatment system available
in the unincorporated area is the Hamilton City Community Services District
