ISSUES

GLENN COUNTY

GENERAL PLAN

2007 - 2027

Sustainable Economy

Economic Diversity (6.2)

·        Promote “green industry” such as eco-tourism as it is looking for places to enjoy the creation without destroying it.  We live in such a place.

·        Create an entrepreneural environment as the more we attract folks with business ideas, the more businesses are likely to locate here.

·        Encourage ag-business such as agricultural services, processors, plants, etc.

·        Glenn County commercial retail base is inadequate.  Encourage local developers to create commercial center in Glenn County with tax incentives, etc.  Create more retail opportunities in Glenn County.  With the cost of fuel and the time involved, it would be of value to build on the Wal-Mart anchor located in Willows.

·        Job creation to support and provide a means of support for those who live in Glenn County.  Economic growth that enhances Glenn County – not low paying jobs or business that adversely impact air and water quality or county services.

·        Job growth and potential new job creation in the area.  What is in the pipeline, what is the vision, what is the potential, what is the reality?

·        Economic development opportunities along the I-5 corridor.  Effectively tap into the I-5 economy.  There are lots of people passing through in the 45 minutes it takes to go through Glenn County.  Some are in need of rest, some are hungry, some are low on fuel, we need to provide opportunities to fill those needs which will also help with some our economic needs (jobs, profits, etc.) (2.4.2)

·        Keep local dollars local with jobs for our kids and families. – Setting aside an adequate amount of land for industry and manufacturing so as to allow Glenn County cities to provide employment for their citizens and not become bedroom communities.  We need a good economic base for the community to prosper.  Current zoning – where are rezones going to be done, if any.

·        Any commercial developments need adequate parking.

·        Design review (2.4.1)

·        “Fiscalization” of land use (2.2.3)

·        Land use needs (2.2.1)

·        Distribution of commercial and industrial land uses (2.2)

·        Promotion of economic development (3.4)

Regional Competition (6.3)

·        Consider incentives for new business to attract businesses and create jobs

·        Regional coordination – TriCounties Economic Development Corporation

Local Business Retention And Expansion (6.4)

·        Outreach and business assistance

·        County industrial parks

·        Workforce Investment Act

Noise (8.0)

·        Evaluation of existing noise conflicts (8.1)

·        Avoidance of future noise conflicts (8.2)
