GLENN COUNTY

GENERAL PLAN

2007 - 2027

Transportation & Networks

Major Thoroughfares and Transportation Routes

Corridor Studies to Identify Long Range Transportation Needs (3.6)

·        Highway 32 with the growth of east Orland all the way to Chico.

Redirect Highway 32 around downtown Orland or provide alternate route.

Morning traffic on Highway 32 is not compatible with Hamilton City High School and Hamilton City residents.

Safety, through traffic, truck traffic, stop lights and impact on business and downtown.

·        I-5 as an opportunity. Links to housing/jobs/services.  Easy access to bigger cities i.e. Chico, Sacramento, Redding.  Promotion of Economic Development

Maintenance and Improvement of the Existing Road System (3.2)

·        Road maintenance and repair

·        Transportation priorities and funding (3.1)

Utilities and Communication Networks

·        Wastewater collection, treatment and disposal (5.2)

Effluent from wastewater treatment facilities and industry (3.5)

Plant Capacities and Facilities Planning (5.2.1)

Location of Future Wastewater Treatment Facilities (5.2.2)

Sewage Disposal in West Orland (5.2.3)

Ø      Concern for development in West Orland and pressure for additional development without reviewing groundwater issue.

       Septic System Limitations (5.2.4)

Ø      New state rules being proposed to regulate septic tanks and drain fields that will add significantly to the cost.

Ø      Concern for the contamination of “first” water in groundwater aquifers or presence of “sweet water”

       Septage Disposal Limitations (5.2.5)

Identification of Development Densities Requiring Community Sewer Systems (5.2.6)

·        Water systems (5.3)

       Water Distribution System Planning (5.3.1)

Identification of Development Densities Requiring Community Water Systems (5.3.2)

       Peakload water supply requirements (3.5)

·        Drainage systems

Maintenance of storm water drainage systems

Need for master storm drainage plan

·        Natural gas

·        Power plants and transmission corridors

·        Communications

Beef-up our communication infrastructure with the availability of prime access to the Internet; we could attract e-businesses looking for fresh air and open space.  This might take the form of constructing an e-business park.

Keep up with technology advances and establish a point of presence (POP) for access to fiber communications network.

Railroad

·        Explore developing the railroad for freight transportation

Alternative Transportation Modes (3.3)

·        Transit

·        Paratransit and other special needs

·        Bicycles

·        Pedestrian

·        Private systems (taxi, bus)

Trucks and Terminals

·        Truck routes to serve the community without adverse impacts

·        Economic development and trucking terminals and facilities

·        Look to regional markets in Redding and Sacramento and the transportation links necessary to develop the connection to the regional markets.

Airports

·        Protection from residential development

·        Use as an economic development tool

·        Expansion and connections to region

Regional Transportation Planning Process (3.7)

·        Coordination between cities and county

·        Coordination between county and region

·        Coordination between county and state/federal transportation agencies

·        Cooperative Planning and Funding (3.8)

       Impact fees

       Capital improvement program (STIP/RTIP)

       Promotion of economic development (7.3)

Compatibility Of Land Use Designations And Transportation Facilities (3.9)

·        Land uses adjacent to interchanges (3.9.1)

·        Design standards and functional classification (3.5) (3.9.2)

·        Appropriate land uses for the functional classification of a roadway

·        Fire safety-related land use planning (3.6)

       Minimum road widths (3.6.1)

       Access and evacuation routes (3.6.2)

       Road and structural identification (3.6.4)

Noise (8.0)

·        Evaluation of existing noise conflicts (8.1)

·        Avoidance of future noise conflicts (8.2)

·        Airport noise and land use compatibility (8.3)
